Running from pursuers, a girl is hit by Rose's car and loses her memories. Nicknamed Rapunzel, she starts her new life living with three of Wayne's young underlings who are assigned to protect her as she discovers District 23, After Caleb's defeat and Rose's rise to power, the area has prospered; however, there is growing friction between Chinese and Japanese workers. Primavera and Golden Dragon have to negotiate an agreement about on how to resolve this situation.
