Synopsis

In 1932, New York City, USA, was in the grip of a worsening public safety situation due to the Great Depression. A government organization called the "Relief Bureau" gave people supernatural powers through medication, calling them "agents," and created an organization to fight against criminals known as the "Public Enemy."
